State Civil services resolve to oppose DoPT move

Representatives of various state civil services associations today decided to oppose a recent decision of the Department of Personnel and Training (DoPT) which mandated test and interview for these officers for getting promoted to IAS, IPS and IFoS.
A total of 18 state associations of the civil, police and forest department officers met here and finalised a resolution against the DoPT move alleging it would bring about anomalies in their career progression and would initiate a slew of litigations.
"We have decided to take up the matter with the central government and political leadership. The associations of various states of these three services have decided to make represenations against the order," President of the Uttar Pradesh Provincial Police Service Association and Convener Jugul Kishore said.
The new rules mandate that these officers will have to face a test and interview conducted by the Union Public Service Commission (UPSC) for their promotion to the three All-India Services.
Till now, the selection of state services officers into IAS, IPS and IFoS was being done on the basis of review of their seniority and Annual Confidential Reports (ACRs).
