Submit proof of merit before recommending transfers: DP

Senior Delhi Police officials who recommend names for transfer of subordinates from one district or unit to another will now have to provide documents to prove the latter's merit.
The practice of recommending names for transfers has often come under scrutiny following allegations of favouritism and vested interest, sources said.
A circular regarding this has now been issued and henceforth all such recommendations will be monitored by Delhi Police Commissioner Alok Kumar Verma himself.
Senior officials said the provision already existed in the rule book but was hardly followed.
Delhi Police has a computerised system named Automated Transfers and Postings (ATP) for officials below sub-inspector level. For ranks above that, the system remains manual.

Sources said that the ATP system too has remained only on paper. There are constables and assistant sub-inspectors who have been in important police posts covering hospitals, railway stations, market areas, etc for over a decade. Many of them still serve in special staff teams and task forces under certain police districts.

The latest circular said, "It has been observed that various district/unit heads are frequently recommending the names of upper/lower subordinates for their transfer/postings from one police district/unit to another on the grounds of good work and vast knowledge of criminals, experience, etc. without providing any details.
"The Commissioner has taken a serious view of the same and ordered that in future all concerned should indicate details of good work done by police personnel and mention the grounds on which transfer of police personnel are sought along with supporting evidence documents," it stated.

The process will be supervised by the establishment department and regular reports will be sent to the commissioner's office, sources said.
