"The demand incentive shall be available for buyers (end users/customers) in the form of an upfront reduced purchase price to enable wider adoption. Multiple purchases by a single buyer/corporate entity are also allowed," the Department of Heavy Industries (DHI) said.
According to operating guidelines issued by DHI, subsidies will be given only to those vehicles which meet eligibility criteria and are duly tested by three authorised agencies -- the Automotive Research Association of India in Pune; International Centre for Automotive Technology in Gurgaon and Central Institute of Road Transport on the Pune-Nasik Road.
The scheme, which has been rolled out from April 1, offers incentives on electric and hybrid vehicles of up to Rs 29,000 for bikes and Rs 1.38 lakh for cars.
The scheme envisages Rs 795 crore support in the first two fiscals starting with the current year.
For smooth transfer of the incentives, an online platform is being developed, which will be functional shortly, DHI said, adding it "will be a one-stop solution for all stakeholders who will be associated with demand incentive focus of FAME-India".
DHI said each OEM, who wishes to avail the benefit of the scheme shall apply for registration to the National Automotive Board (NAB), which is the nodal agency for implementation of the scheme.
Only electric or hybrid vehicles manufactured in India are covered under the scheme.
Among other things, DHI said an OEM must have testing/ homologation certificate issued by the designated testing centres.
"After receipt of application, NAB will process the same as per scheme guidelines and if found correct, will convey the confirmation of registration to OEMs," it said.
