"Few leaders have been authorised to speak over the issue (of the government formation in Jammu and Kashmir) as only the leaders authorised (by the party) are holding discussion over the issue," MoS in the PMO Jitendra Singh told reporters here.
Asked about the reports of BJP holding "back channel" talks with PDP leadership, Singh said, "BJP does not believe in back-channels, we are holding talks with the people who are ready to talk with us."
"Our party believes in the principle of democratic process, the deliberations are on and we cannot bind it in a timeframe. I can tell you that the process is on and only authorised people should talk about it," he said.
Asked with which party the BJP was holding talks for the formation of a government in the state, he said, "Talks are being held with everyone."
Singh, on a question of granting citizenship rights to the refugees from West Pakistan, said "the government will take an appropriate call on the issue. You people are aware about my stand and that of my party on the issue, and I must tell you that our stand remains unchanged.
