Tassaduq, the brother of Chief Minister Mehbooba Mufti, appointed earlier this month on the "honorary basis".
He visited Chest Diseases Hospital, Kashmir Nursing Home and Kargil Boys Hostel Bemina in the state, an official spokesman said.
During his visit to the health care establishments, Tassaduq reviewed the status of various public utilities available to the patients and interacted with the staff and patients about general conditions.
He said improvement in primary health care and education sectors are areas of prime focus for the state government.
Tassaduq said sanitation is foremost for everyone's health and no laxity should be allowed in this regard.
While interacting with the official, some patients and staff members at the hospitals also put forth their concerns.
At Kargil Boys Hostel in Bemina, Tassaduq took stock of the facilities available to the students.
The students requested his intervention in development of the sports infrastructure at the hostel, for which he assured early and prompt action.
The cinematographer-turned-politician Tassaduq, was fielded by the ruling PDP in the bypoll to Anantnag Lok Sabha seat which was scheduled to go to polls on April 12.
The EC later cancelled the bypoll as there was no improvement in the security situation in the four south Kashmir districts that constitute the Anantnag Lok Sabha seat.
