Shatabdi train between Delhi and Kalka via Chandigarh was running behind schedule by more than three hours and a train from Lucknow to Chandigarh was also running late by over an hour, a railway official said.
Two flights from Bangalore and Delhi to Chandigarh were cancelled.
Foggy weather at some places in Punjab and Haryana also affected vehicular traffic.
Narnaul in Haryana was the coldest place in both the states as it recorded a minimum temperature at 3.1 degrees Celsius, two notches below normal, a MeT official said.
Among other places in Haryana, Karnal's low settled at 4 degrees Celsius, three notches down while the minimum temperatures at Ambala,Hisar and Bhiwani were recorded at 5.5, 6.3 and 5 degrees Celsius respectively.
Chandigarh, which saw bright sunshine in the morning registered a low at 5.8 degrees Celsius.
