Two others are absconding, Karimnagar Police Commissioner VB Kamalasan Reddy said.
One of the arrested has been identified as Pole Srinivas (34). He prepared fake transfer and birth certificates and earned money, Reddy added.
According to the officer, a headmaster of a private high school Gurram Narsaiah (38) and Pannoju Mallesham (32) were also arrested while they were preparing fake certificates and rubber stamps.
He said 72 persons had come forward and complained in this connection.
