The arrest was made at Khanduru village under Polasara forest range in Ganjam district and the accused were identified as Bhagabat Mohanty and Sudhir Pradhan.
Forest personnel initially assumed that the duo killed the blackbucks.
"But, after investigation and interrogation, it came to know they had killed a barking deer, which strayed into the village," said divisional forest officer (Ghumusara South) Bijay Ketan Acharya.
Instead of inform the forest staff about the barking deer, they had killed the animal for its meat, he said.
