The arrested have been identified as Brijendra Kumar and Ashok Kumar, who hail from Karnal of Haryana.
Police have also seized a truck in which illegal liquor was being transported by the accused.
Police received information that some liquor smugglers with a consignment were travelling towards Bhopura Border early morning today.
"Acting on a tip-off, police laid a trap and arrested the duo and recovered 272 cartons of Haryana-made liquor worth Rs 21 lakh from their possession," said a senior police officer.
"They used to purchase huge quantities of liquor at cheap rates from Haryana and sell it at a good profit in various cities of western UP. They have been booked under appropriate sections of excise acts," said the officer added.
