Officials said that the two are nationals of Cte d'Ivoire and were arrested from the Juhu Chowpatty area.
The two have claimed that they got cocaine from a supplier in the area and were trying to sell it, officials informed.
A probe was underway, said police, adding that they were looking out for the supplier.
