Vinay was arrested from Madangir area in south Delhi by a team of officials of Preet Vihar police station. His juvenile accomplice has also been held in connection with the theft and stolen diamonds worth Rs 2 crore recovered, DCP (East) Rishi Pal said.
The incident took place on Wednesday when the diamonds were stolen from the car of Vijay Gupta, who works as a commission agent for gems and jewel traders, near Karkari More red light while he was getting a flat tyre fixed, he said.
When Gupta was busy getting the tyre repaired, the juvenile broke the window glass of the vehicle and the duo fled with the diamonds, Pal said.
Following the investigation and scrutiny of the CCTV footages from nearby areas, police got clues that led to the arrest of the accused.
Vinay has earlier been involved in five cases of snatching and theft, the DCP said.
