Police said the men worked for a small film company. They flew the drone to film the skyline of Wuhan, capital of Hubei Province, on May 18, but had not been authorised.
The police were tipped off by an employee who noticed the drone hovering above his office following which the two men operating it were arrested. Detailed high-definition images of a confidential nature were found, state-run Xinhua news agency reported.
The men have been detained for ten days, and their drone's memory card has been confiscated. Police said they would temporarily keep the drone.
Reckless drone-flying caught the nation's attention this year when flights were repeatedly being distrupted at airports across southwest China.
This prompted the government to require civilian drones weighing more than 250 grams to be registered under real names starting, the report said.
