The suspended officers include head, deputy head and a police officer from the detention centre as well as a deputy head of the Yanshou county public security bureau in charge of the detention affairs, state-run Xinhua News Agency reported.
They will be investigated and dealt with according to the law, they said.
Li Haiwei, 29, who was suspected of intentional homicide, was captured by police on Wednesday night at Yushan Village.
Gao Yulun, 50, who was sentenced to death for intentional homicide, is still on the run.
A cash reward was announced by the police for any information leading to the capture of the three fugitives.
The reward for the three escapees rose to about USD 73,200 dollars after they were listed as Class-A wanted men by the Ministry of Public Security.
The reward for the capture of each fugitive was raised from 100,000 yuan (over USD 16000) to 150,000 yuan.
The authorities did not say how the three inmates killed the guard, the report said.
A similar jailbreak was reported in Harbin in 2010. Two convicts in their 20s fled the city's Liming Prison, but were both caught within a few weeks.
