He said a Delhi court had in an order dated December 24, 2014 rejected a clean chit to Tytler and criticised CBI, which "continue to shield culprits" like him.
"A perusal of the order shows a sorry state of affairs as to how the primary investigation agency, which reports directly to the PM, has failed to conduct a proper investigation and hurriedly filed a closure report against the main accused, Tytler. This despite the fact that the earlier closure reports have been rejected by the court," he alleged.
"In these circumstances, in any other case, the accused would have been arrested and kept in jail. I am surprised as to why CBI has not adopted the same for Jagdish Tytler," Kejriwal said in the letter.
On February 2, the court concerned had observed that CBI neither filed the status report nor was any officer on its behalf was present before the court to inform it about the progress in the investigation, he said.
