As soon as the Governor started his speech by saying the state government's "collective efforts would take the state of Assam forward in every aspect", the AIUDF members attacked the Tarun Gogoi government over its overall performance.
Immediately afterwards, AGP and BJP members also joined AIUDF and started shouting against the state government.
After reading three paragraphs, Acharya fast-forwarded to the end of his 114-page speech and concluded his address to the House, which assembled to pass a Vote-on-Account Budget for the first six months of the next fiscal.
Later, Chief Minister Tarun Gogoi said a governor is the constitutional head of the state government and he cannot go public against it.
"A governor can show our mistakes internally, but technically he cannot say anything against the state government publicly," Gogoi told reporters on the sidelines of the February Session of the Assembly here.
The speech read by the Governor in the beginning of an Assembly session is prepared by the state government.
