According to the prosecution, SHO Chander Kiren Yadav filed the charge sheet against Sagar Malik and Brijbir Singh under relevant sections of IPC to Chief Judicial Magistrate Narender Kumar.
The accused are already behind the bars, police said, adding that the case was filed against Malik after treating him as an adult as clarification regarding his age is still pending at the juvenile court.
An armed juvenile, who had entered a courtroom here masquerading as a lawyer, shot the alleged gangster Vicky Tyagi on February 16.
The 17 people who were present in the court at the time of the incident have also been included in the eyewitness list in the charge sheet.
The charge sheet against eight other accused in the case including Deputy SP Anuj Choudhry, SHO Sachin Malik and two police constables is still under investigation.
Properties of five accused, including a local BJP leader and his wife, were recently attached in the case.
