Vinay was two-over 146 after his second-round effort.
Jaibir Singh from Bangalore was placed second at 147 while statement Yashas Chandra was third just a shot behind.
Delhi's Shubham Narain was fourth at 149 while overnight leader Aalaap slipped to the fifth position at 150. Tapendra Ghai, Amir Khan and Varun Parikh were all tied for the sixth place at 152.
As many as 34 players made it to the last two rounds after the cut was applied at 14-over with Rayhan Thomas from the UAE and Stephen Machin from Scotland being the international players from a pack of ten to make the cut.
A birdie on the sixth was followed by an eagle on the par-5 eighth which helped him take the turn at 2-under. He began the back nine with a bogey which he nullified with a birdie on the par-4 15th. An eventful last three holes saw him make a bogey on the 16th before signing off with a birdie.
