"The policy could help India transform from a developing country to a developed one and create the right environment to impart the best education to students from all sections of society," Shaikh said during an interaction with reporters here.
He was introduced by HRD Minister Smriti Irani as the winner of the national logo design competition, which carried a cash prize of Rs 10,000.
Shaikh is now pursuing a Ph.D and is engaged as a technical officer at the National AIDS Research Institute (NARI) in Pune.
"He fought a war with illiteracy to make his life," Irani said, adding that, for the first time, the logo has been designed by a common man and not by any advertising agency or corporate house.
The exhaustive deliberations among all stakeholders on the proposed new policy began on Republic Day this year. Feedback is being sought from the village, district and state level.
