With an eye on polls, Amarinder announces outreach programme

Ahead of the 2017 Assembly polls, Punjab Congress chief Captain Amarinder Singh today announced the launch of a 24-week-long outreach programme, 'Halke Vich Captain'.
The initiative will see the former Chief Minister spend an entire day in each of Punjab's 117 halkas (Assembly constituencies), reach out to more than two crore people and establish a direct contact with more than five lakh people.
In a bid to challenge the incumbent SAD-BJP government, 'Halke Vich Captain' (Captain in Assembly constituency) will kick off from Jalalabad, the constituency of Deputy Chief Minister Sukhbir Singh Badal, on June 19.
"Starting with Jalalabad on June 19, I will spend an entire day in each of Punjab's 117 halkas and establish a direct contact with five lakh people. Come, share your problems with me and it is my personal commitment that I will set up a task force within the first 100 days of the Congress government to solve them," said Amarinder.
"Failures of the SAD-BJP combine have brought Punjab on its knees with even the most basic necessities of the people being left unfulfilled. Halke Vich Captain is my humble attempt at reaching out to the people, understanding their problems first-hand and assuring them of a time-bound resolution", he added.
The key component of the initiative is the Lokan Da Darbar (people's court) where Amarinder will interact with locals and hear their concerns.
In a bid to resolve their issues in a systematic manner, people will be required to fill a form for record-keeping which will be submitted against a receipt. A voice message of Amarinder will reach the petitioner's mobile phone within 72 hours along with an SMS confirmation.
Citizens can use the receipt number to check the status of their grievances online. For those unable to attend the Lokan Da Darbar, an e-version of petition filing has been made available on www.PunjabDaCaptain.Com/HVC.
As part of the initiative, Amarinder will also meet over one lakh party workers in all the halkas to understand their perspective and seek their viewpoints on strengthening the local units.
A meeting of all the district Congress committee chiefs and Assembly constituency in-charges was called here earlier in the day where the event details were communicated to them. Training in all the important modules through presentation and group discussions was conducted by poll strategist Prashant Kishor's team.
