Police said the youth drowned while crossing a rivulet called Katakhal at Bhati Abhoy Nagar here last night.
The unseasonal rains have been caused by the depression in the Bay of Bengal, which has moved to Bangladesh.
Deputy Speaker Pabitra Kar said four houses were washed away by Howrah river at Khayerpur, about 20 km from here and at least 165 people took shelter in government buildings in the area. They were provided general relief by the West Tripura district administration.
Sub-divisional magistrate S Roy Chowdhury, who also visited the area said administration was alert to face the situation and two boats were pressed into service to rescue those stranded in water logged areas.
Meanwhile, Director of IMD here, Dilip Saha said 40.7 mm rainfall was recorded today.
