Angrej Singh was arrested for alleged molestation of the woman, employed in the department of Legal Services Authority, when she was on her way to office yesterday, police said.
The accused was caught by the passersby after she raised an alarm and was then handed over to the police.
The accused has been booked under various sections of the IPC.
