Japanese ambassador Sakutaro Tanino has said India should step up investments in basic primary education to strengthen human resource infrastructure. Speaking to reporters here, he said there was a growing awareness of this at the government level also. This would also control population, he said, adding that you cannot enforce family planning the way Indira Gandhi tried. He said the government should spend more on infrastructure and advocated withdrawing subsidies.
