Government is likely to invite bids for setting up 4,000 Mw ultra mega power plant at Tilaiya in Jharkhand by October 18 and the Special Purpose Vehicle (SPV) will be handed over to the lowest bidder before December 28 this year.

PFC Consulting, the wholly-owned subsidiary of Power Finance Corporation and the nodal agency for the Ultra Mega Power Projects (UMPPs), is most likely to invite the bids in the third week of October and the SPV is expected to be in place before December 28, sources said.

Krishnapatnam (AP) and Sasan (MP) UMPPs have been bagged by Reliance Power, and Mundra (Gujarat) by Tata Power.

Tilaiya would be the fourth UMPP to open for bidding next month.

All three of the UMPPs awarded so far have indicated substantial preponement of their commissioning schedules.

The government has decided to set up three more UMPPs in the states of Tamil Nadu, Maharashtra and Orissa.

Tamil Nadu government has confirmed a site at Cheyyur, along with a captive port at Paramankeni in the state for developing the UMPP.

It has also requested for another one at Cuddalore for which the site details would be sent shortly.

Along with Tamil Nadu, the Maharashtra government has also confirmed the availability of Munge site in the state for setting up of 4,000 Mw UMPP.

The availability of water for the already identified site at Bedabahal in Orissa has already been confirmed by the state government.

However, the government has said that it would conduct studies at the sites suggested by the Karnataka government for the UMPPs, as the ones proposed by the state are not coastal sites.
