Last year had seen enrollment of 50,000 students, he added.

The target should be easily met by 2015, said Bakshi, without compromising on quality.

The institute signed a memorandum of understanding with Indira Gandhi National Open University (IGNOU) to enable students to enroll for a bachelor of commerce course and the foundation course offered by ICSI simultaneously, with overlapping papers exempted from the examination.

ICSI was in talks with the All India Council for Technical Education (AICTE) and University Grants Commission (UGC) for expanding the scope of such tie-ups to include independent colleges as well.

The outreach programme could be extended outside big cities as well, monitored by regional offices of the institute.

ICSI signed an MoU with the Merchants' chamber of Commerce (MCC) in Kolkata to share expertise on corporate governance in the small and medium enterprises. ICSI would offer its board room expertise to SMEs lacking resources to manage their corporate governance, Bakshi said. It was planning to tie up with chambers of commerce in all the states.
