The state's Vishwavidyalaya Adhiniyam 1973 says a university should have only a single consolidated account.
This came into focus when the new registrar, Parikshat Singh, pointed out the irregularity and took objection to the system. Accordingly, it was agreed that all kinds of receipts will be deposited into a single account of the university.
However, no concrete action has been taken to close the various accounts and maintain a consolidated account. So far no orders have been issued from the administration either.
According to the Adhiniyam, the single consolidated account should comprise of the receipts of money received from various sources. The provision says that this account has to be maintained by the finance officer of the university under the control of the vice-chancellor.
However, in Devi Ahilya Vishwavidyalaya, heads of the department of the university have been operating 30 different accounts. A total sum which exceeds Rs 20 crore has been accounted for in these various accounts.
The heads of the department utilise the money according to their decision, which does not make it possible to account for the exact figure of income and expenditure.
Singh emphasised on closing all these running accounts and convert them into a consolidated one. C S Chaddha, vice-chancellor, said, "The case has been referred to the governor of Madhya Pradesh."
The resolution for keeping a single account has been passed many times. It was passed in the 57th and 72nd meeting of the co-ordination committee. It was again passed in the executive board meeting held in February 2005.
A resolution to maintain a single account under the finance officer was also passed but no compliance was made by the respective officers of the university.
