NHRC issues notice to MP Govt. over police insensitivity towards road accident victim

The National Human Rights Commission has taken suo motu cognizance of a media report that 22-year-old, Vikas Prasad Soniya, victim of a road accident in Bhopal, was left to bleed for 45 minutes on the roadside by the police personnel till the cavalcade of the Madhya Pradesh Chief Minister passed on the March 1.

Subsequently, when the victim was admitted to a hospital, no medical attention was given to him for 20 minutes, as per the records of the hospital.

The commission has observed that the contents of the press report, if true, raise serious issues of violation of right to life of a young boy, insensitivity on part of police personnel as well as medical negligence. Accordingly, a notice has been issued to the Chief Secretary, Government of Madhya Pradesh calling for a report in the matter within two weeks.

According to the media report, carried on the March 2nd, Vikas, a student was hit by a bus in front of the 'in-session' Vidhan Sabha in Bhopal on the previous day. The police personnel, manning the heavily secured area, merely lifted the youth from the middle of the road and dumped him on the pavement to allow the Chief Minister's cavalcade pass.

The passerby and cops looked on even as the boy was writhing in pain. Later, he was taken to the J.P. hospital by an ambulance. For 20 minutes no doctor attended to him. Later, he was referred to Narmada Trauma Centre, where he died two hours later due to severe head injuries.
