CAT inquiry against bureaucrat for procuring confidential documents

The Central Administrative Tribunal (CAT) has directed the AIIMS here to start an inquiry against bureaucrat Sanjiv Chaturvedi for using confidential documents in making his case against his removal from the post of Chief Vigilance Officer (CVO) of the institute.

How could Chaturvedi manage to obtain several confidential letters exchanged between the health ministry and the Prime Minister's Office (PMO) in 2014, the tribunal wondered.

The tribunal said all the documents that Chaturvedi has submitted to it were confidential and were not even marked to him, even though they included his name.

Citing an example, the CAT order sent to the bureaucrat and the AIIMS administration said Chaturvedi produced a copy of a privileged communication, also marked 'confidential', from the political section of the PMO, addressed to the Cabinet Secretary, regarding the latter's query.

Chaturvedi -- who won the 2015 Magsaysay Award for his "exemplary courage" in exposing corruption -- was removed from the post of CVO of the All India Institute of Medical Sciences (AIIMS) here in August 2014, two years before the completion of his tenure.

He approached the CAT in 2015 seeking perjury proceedings against AIIMS Director M.C. Misra over the issue.

To corroborate his allegations against the director and ministers Harsh Vardhan and J.P. Nadda, Chaturvedi had submitted to the tribunal several letters exchanged between the ministers and officers, whose copies were not marked to him.

He was appointed AIIMS CVO in 2012.
