Delhi HC asked not to scrap transfer points in nursery admission

A plea was filed in the Delhi High Court Monday challenging the city government's decision to scrap the five additional points for children of parents who come under the inter-state transfer category in nursery admissions.

Seeking quashing of the Delhi government's Feb 27 notification that scrapped the inter-state transfer category, the plea also asked the court to direct the government to confirm the list of successful applicants published by the schools prior to the passing of the notification.

The plea said that either the government should take back its decision or schools cancel the entire draw held before issuing of fresh notification, not just of those children who had got the benefit of the inter-state transfer category, and conduct a fresh draw of lots for all categories.

The plea was filed by a group of parents through advocate Bharat Singh.

On Feb 26, Lt. Governor Najeeb Jung informed the court that the government has decided to scrap the five additional points for children of parents who come under the inter-state transfer category in nursery admissions.

On Feb 27, the government came out with a new notification that said a survey carried out in 58 leading private schools in the city found massive misuse of the transfer points.

The Lt. Governor's response came on a separate plea seeking scrapping of the inter-state transfer category.

In December 2013, Jung set down new nursery admission norms in which the five points were to be allotted in inter-state transfer cases.

As per the norms, 70 points were to be given in the neighbourhood criteria, 20 points for a sibling studying in the same school, five points for parent alumni of the school and five points for inter-state transfer cases.
