HC seeks suggestions from AAP government on curbing Chinese kite string

The Delhi High Court on Monday has asked the AAP government to come up with suggestions to prevent accidents due to use of Chinese kite string as the state government informed that it is tough task to implement banning it before Independence Day.

Delhi government's senior standing counsel Rahul Mehra informed a bench of Chief Justice G. Rohini and Justice Sangita Dhingra Sehgal that the government has issued a draft notification for banning Chinese kite string and allowing use of string made only of cotton or other natural fibre for flying kites.

The government said that the draft notification was in the public domain inviting objections from the stakeholders but to implement it (the notification) in next four days is next to impossible, and asked for more time.

Asking the government to come up with suggestions to prevent accidents due to use of Chinese kite string during Independence Day and Raksha Bandhan and fixing August 10 for further hearing, it said it can pass some directions keeping in mind the festival.

The court was hearing a public interest litigation to demand immediate ban on the Chinese kite string.

The petitioner had called for a ban on the manufacture, sale, use and purchase of the nylon 'manja', alleging it is "razor sharp" and capable of slicing through the human skin and has caused several deaths across the country.

Petitioner Zulfiqar Hussain said earlier the victims of the synthetic thread were mostly birds "but now humans are also under threat".
