Communist Party of India-Marxist leader Sitaram Yechury on Tuesday said an all-party delegation should be sent to Jammu and Kashmir soon after the session ends on Friday.
His demand came ahead of Wednesday's debate in the Rajya Sabha on the situation in Jammu and Kashmir.
Opposition parties have asked government to call an all-party meeting and also to send an all- party delegation to violence-hit Kashmir.
"The problem in Kashmir is not a law and order issue. We need to immediately start the procedure of a political dialogue," Yechury said.
He also said that the dialogue should also include the separatist leaders.
Asked if there should be talks with Pakistan as well regarding Kashmir, Yechury said: "First we need to start talking to Indians... But dialogue must continue with Pakistan. This blow hot, blow cold attitude of government is not going to help."
