Chief Minister Arvind Kejriwal had on February 24 announced in his first speech that the people of Delhi would form their own budget as part a "new experiment" of his government.
Government has also selected New Delhi, which is the CM's constituency, for doing this practise.
According to a senior government official, in the first phase, 12 constituencies -- Okhla, Bawana, Shahdra, Kirari, Karawal Nagar, New Delhi, Tilak Nagar, Shalimarbagh, Dwarka, Patparganj, Sadar Bazaar and Chattarpur -- have been selected where people would prepare their own budget.
Official also said that 'mohalla' sabha will be organised in these constituencies where senior officials of different departments will be asked to be present there so that they could pen their issues at the spot.
Government has also plans to make the process of preparing budget online.
"In mohalla sabhas, people can participate by showing their voter id card and other documents. We are planning to make the preparation of budget process online for which we will be using live webcast," official added.
In Delhi Assembly on March 24, deputy CM Manish Sisodia had said that government was bringing vote on account because this new government wants people's suggestions to prepare its budget.
"Till now, budget was prepared in a closed room, but we will not follow this. Instead we will go among the people and seek their suggestions to prepare the budget of this government," Sisoida had said.
