The accident occurred in Congjiang County in Guizhou province, local authorities said.
Five people were killed instantly, while eight others died on their way to or in hospital, state-run Xinhua news agency reported.
The accident left 22 people injured, including 10 in serious condition.
An initial investigation showed that the bus licenced to carry 19 passengers was carrying 34 peole when the accident occurred.
