Vinod Yadav (37), allegedly involved in illegal mining and his friend Surendra Gurjar (36) were shot dead by family members of one Ravi.
Yadav had killed Ravi over some dispute a year ago, Lahar sub-divisional officer of police Ashok Bhardwaj told PTI.
He said that Ravi's family members rammed a tractor into Yadav's jeep after which they shot at Yadav and Gurjar, killing them on spot.
Ten persons have been booked for the murder, he said, adding, that efforts are on to arrest them.
