The west Delhi seat had fallen vacant after Jarnail Singh had resigned as MLA to contest in the Punjab Assembly polls.
The decision was taken by the the Political Affairs Committee (PAC), which is the AAP's top decision making body headed by Chief Minister Arvind Kejriwal.
A Delhi University graduate, Singh runs a transport business and had worked in the corporate sector for several years.
Singh's Hanuman Road property was initially used by the party as its office. Kejriwal, a resident of Ghaziabad, had also shown this as his residential address while contesting the Delhi Assembly polls.
"He went on to become a committed party leader and one of the pillars of Aam Aadmi Party in west Delhi. He has held various positions including party observer of Rajouri Garden Assembly seat. Until recently, he was Chairman of Rajdhani College," said an AAP statement.
