AIS officials in AP, Telangana sore over cadre allocation

A section of All India Services officers of Andhra Pradesh and Telangana have expressed their dissatisfaction over the manner in which cadre allocation exercise was undertaken by a six-member committee headed by former Central Vigilance Commissioner (CVC) Pratyush Sinha.
According to a senior AIS official, a large number of disgruntled officials may raise objections in different forms, over the new allocation list issued by the panel, alleging that it has bypassed its own guidelines issued earlier.
A senior IAS official who was allotted Andhra Pradesh cadre alleged that the committee which had issued provisional list of officers allotted to both the states on August 22 has now changed the cadres of as many as 25 officers without changing the basic guidelines.

"It may be noted by all MoS (Member of Service) that the allocation principles already approved by the competent authority and displayed on the DoPT website on 22-08-2014 will remain unchanged," the fresh notification by the Sinha committee said.
"If there is no change in the guidelines, where is the chance of altering cadres already decided based on the guidelines? That means the Sinha committee has committed an error earlier which calls for issuance of new guidelines," the official said.
Another official who was allotted Telangana cadre said the guidelines issued in August gave three-months time to officers for voicing their objections on cadre allocation.

However, the new notification says the objections should be brought to notice of the government before October 25, which is 'self-contradicting', an official said.

"It creates a lot of confusion as to which one to follow. The notification that was issued in August or the latest," the official wondered adding that the procedure for determining the seniority of officers was not followed in case of Andhra Pradesh and Telangana.
As per the guidelines finalised by the Department of Personnel and Training, 163 posts of Indian Administrative Service (IAS), 112 of Indian Police Service (IPS) and 65 Indian Forest Service (IFoS) officers (including promotees) have been allotted to Telangana, the country's 29th state which came into existence on June two and started functioning from that day.

Andhra Pradesh will now have 211 posts for IAS, 144 for IPS and 82 for IFoS officers, it said.
