The Andhra Pradesh government today constituted seven missions, as part of its "Vision 2029" for facilitating inter-departmental synergy and optimising public and private investments by providing an effective planning and delivery mechanism.
As part of "Swarnandhra Vision 2029", Andhra Pradesh wants to among the three best States in India by 2022 and a developed State in 15 years from now.
While the Government departments would continue to implement their regular activities, the missions would provide support to manage externalities and enhance inter-departmental synergy for multiplying the outcome and reducing the time lag, Chief Secretary I Y R Krishna Rao said in an order.
The thrust of the mission approach would be to assist departments on pre-identified, specific, growth-promoting, large social and economic infrastructure projects only, which require inter-departmental synergy, he said.
They would in no way take over the functions, role and responsibilities of the departments, the top bureaucrat maintained, allaying apprehensions that the missions could become a parallel administrative set up.
The Chief Minister will be Chairman of the governing body of each mission, while one Minister will be Vice-Chairman with the Principal Secretary of the sector concerned as mission co-ordinator, according to the order.
Experts of national and international repute (in specific sectors) will be included in each governing body.
The seven missions are -- primary sector, social empowerment, knowledge & skill development, industry, infrastructure, urban development and services sector.
The mission governing body will meet at least once every three months to review progress in realisation of the objectives.
