Finance Minister Arun Jaitley wanted to move the bill, which was passed by the Lok sabha last week, but opposition members contended that there were two other legislations listed which should be taken up first.
Jaitley argued that the bill has to be moved in the Upper House as it has to be returned to Lok Sabha by Friday.
However, some members insisted on taking up the other two legislations before the Appropriation Bill which was listed in today's business.
As the Appropriation Bill has to be returned to Lok Sabha on Friday, its last day of the session, Kurien said the bill would be listed tomorrow. He said the House can sit late tomorrow to pass it.
