Arunachal Min tours Nacho Assembly constituency on foot

Arunachal Pradesh Panchayati Raj minister Tanga Byaling along with senior officers recently marched on foot for days in his Nacho Assembly constituency in remote Upper Subansiri district to train gram sabha members to ensure bottom-up development.
Byaling today said as gram sahba holds the key to rural development, the team conducted training at Gumsing Taying and Esnaya villages.
The training was sponsored by panchayati raj and rural development departments under the Centre's 'My village, my development' scheme.
Asked about the training, Byaling said that none should be deprived from the fruits of development. The state government has given top priority to rural development, but still the 14th Finance Commission (FFC) grant of Rs 44 crore for 2015-16 remains unspent.
He exhorted the ministers, parliamentary secretaries and MLAs to take initiative for preparing a village map after conducting survey to reflect the status of head of family, total number of family, income sources, available land, potential resources, irrigation, power supply and others, making an yearly and five-yearly effective action plans as per guidelines to avail the fund for development.
Known as participatory rural appraisal (PRA) map, it would be uploaded with the Mission Indradhansuh website, he said.
The minister asked all DCs, head of departments and directed PR officials to submit the plans within 15 days as the FFC has earmarked Rs 773 crore and performance grant of Rs Rs 81 for 2016-17.
"That is why I toured my constituency in Upper Subansiri district for a tete-a-tete with gram sabha members that will benefit over 15,000 people living along the Indo-China border," he said.
The village plans were essential for implementing any FFC scheme and others for which involvement of all stakeholders including the people was essential, he added.
