Speaker Pramod Sawant adjourned the House three times as the opposition members, led by the Congress, created ruckus and vociferously demanded a discussion on the issue.
They were protesting against a circular issued by the Manohar Parrikar government which bars the government officers from visiting the residences of legislators.
The Congress moved an adjournment motion seeking a discussion on the circular, which it claimed, was against the spirit of democracy.
The motion was disallowed by Sawant, who quoted earlier rulings to support his decision.
The House was adjourned three times, twice during Question Hour and once after the lunch, due to bedlam. The opposition members also staged a walkout in the post-lunch session.
When Question Hour was on, the opposition legislators rushed to the well of the House, forcing the second adjournment.
After the lunch break, the Speaker tried to break the deadlock by calling a special meeting of Chief Minister Manohar Parrikar and Leader of Opposition Chandrakant Kavlekar in his chamber.
The opposition camp, however, witnessed a split when former chief minister and Congress legislator Pratapsinh Rane appealed to his colleagues to let the House function.
"If you are adamant (on demand for a discussion), be so. But don't spoil the name of Goa," Rane said even as his party colleagues walked out of the House.
