The clash erupted when Prabha Thakur (Cong), while speaking on Uttarakhand floods, said Modi had adopted a "narrow" mindset by attempting rescue only people from Gujarat.
She said it was a national calamity and everybody should have been helped on humanitarian grounds, irrespective of the state one belonged to.
As soon as she made the reference, BJP members were on their feet and targeted Rahul Gandhi in their counter attack.
They questioned why the Congress Vice President did not rush to Uttarakhand immediately after the tragedy.
Venkaiah Naidu (BJP) said, "You shouldn't draw politics and take the name of this CM or that CM," as it is a national issue.
Bhubaneswar Kalita, who was in the Chair, urged the members to address the chair instead of engaging in verbal duels.
