In an election rally at Seelampur area, he referred to recent "riots" in East Delhi's Trilokpuri and said no one from other parties except Congress workers helped affected people.
"We were in power in Delhi for 15 years but not a single incident of riot took place. Wherever elections are due, BJP's people incite riots. Riots were triggered in Uttar Pradesh, Jammu and Kashmir and Maharashtra wherever elections took place," he said.
The Congress Vice President also accused the BJP of trying sow seeds of division among various communities.
"The thinking of BJP is that only 4-5 industrialists should be able to dream in the country and for this they have a simple strategy to divide.
"Divide the poor, divide Muslims and Hindus, get them fighting. When people fight, when they are angry they take a turn towards it. This is their strategy, this is their strategy in every state," he said.
