Urging the office of the Delhi Chief Electoral Officer to serve a notice on Kejriwal for having allegedly violated the Model Code of Conduct, Jolly said the AAP chief had made a promise which it was not legally possible to fulfil in Delhi.
"Under the existing law, the Bill, which is being spoken about by Kejriwal and his companions, can in no manner be enacted by Delhi Assembly. Clearing of the Bill falls within the exclusive jurisdiction of Parliament," Jolly said.
"They are bluffing, cheating, defrauding and making false promises to Delhi voters knowing full well that Delhi Assembly cannot do so (pass the Bill)," Jolly added.
Chief Electoral Officer Vijay Dev said his office had received Jolly's letter and they were looking into the matter.
