Cab Secretary to union ministers: strictly observe model code

With the model code of conduct coming into force, the Cabinet Secretary has asked all union ministers to ensure "strict" observance of the guidelines which also bar them from using their official position for poll campaign.
In separate letters to all union ministers on March 6, Cabinet Secretary Ajit K Seth has reminded them that with the announcement of the Lok Sabha and assembly poll schedules, the model code for political parties and candidates has come into force.
Seth has mentioned Section VII of the model code relating to the 'party in power' which enjoins upon ministers not to give cause for any complaint that their official position has been used for the purposes of the election campaign.
"...The model code of conduct has been evolved by the Election Commission in consultation with political parties and the principles enunciated in the code are essentially addressed to the political parties...You are requested to kindly ensure strict observance of the model code of conduct," he wrote.
In a detailed note sent to the Cabinet Secretary, Chief Secretaries of all states and Chief Electoral Officers, the EC had spelt out in details all the dos and don'ts to be followed till the electoral exercise comes to an end.
"Your particular attention is drawn to the provisions of Model Code of Conduct for the guidance of political parties and candidates and various instructions issued by the Commission, which, inter-alia, state that the party in power, whether at the Centre or in the state or states concerned, shall ensure that no cause is given for any complaint that it has used its official position for the purposes of its election campaign," said the note.
It reminded that ministers will not combine their official visit with electioneering work and also not make use of official machinery or personnel during electioneering work.
It said government transport, including official aircraft, vehicles, machinery and personnel will not be used for furtherance of the interest of the party in power.
