Cong notice for debate on Goa Guv's role being considered

Congress leader Digvijaya Singh's substantive motion on the conduct of Goa Governor is under serious consideration of the Chair, Rajya Sabha was informed today.
When the House met for the day, Singh sought to know the decision on his notice which was given after his notice under rule 267 seeking suspension of business to discuss conduct of Governor in not inviting single largest party in Goa to form the government, was rejected.
"There are some formalities to be completed. After formalities are completed, you will be informed. It is not rejected," Rajya Sabha Deputy Chairman P J Kurien said.
Chairman Hamid Ansari will decide on the motion. "There are certain formalities. It is not an ordinary discussion... it is not a simple short duration or a calling attention... It is a substantive motion. The Chairman has to apply his mind."
Kurien said there are certain formalities to be completed before such a motion is admitted for discussion. "But it is under serious consideration," he said.
Singh also wanted to know when Home Minister Rajnath Singh will come to the House to give clarifications on the suspected ISIS terrorist being gunned down in an "encounter" in Lucknow.
He said the House was told that the Home Minister will respond to clarifications on his statement on the encounter but that has not yet happened.
Kurien said the Home Minister will be consulted on his availability and clarifications sought will be made.
