"Injustice and discrimination is embedded in their DNA as they always work on an agenda to have a weak government in Jammu and Kashmir. They work for a fractured mandate so that they can offer their support and take benefit after becoming a part of the government in the state," Modi said during an election rally in favor of BJP candidates in Billawar town of J&K's Kathua district.
"Under their game plan they continued to befool the people of Jammu region as people in the Valley had already rejected them, people of Jammu are the real target of the Congress. Congress used to sit with every government and just before the elections start talking about their partners," Modi said.
On the issue of regional discrimination that takes centre stage in every election here, he said that the people in all the three regions have similar grievances.
"When earlier I worked at the organisational level of the party in Jammu, people here used to tell me that their region faced discrimination from the Kashmir centric political parties, but when I went to Kashmir people there told me that the government does not spend money even in the areas along Dal Lake," Modi said.
"Only a strong and decisive BJP government can provide equal opportunity of development to the residents of all the three regions of the state including Jammu, Kashmir Valley and Ladakh," Modi said.
He said that the voters in Jammu region must unite and vote in large number for BJP candidate so that the Congress foothold in the state is weakened.
"Even if the temperature continues to drop, you people have to come out in large number to vote. You have to shake the foothold of Congress by throwing them out of the state," Modi added.
