Hooda was replying to questions of mediapersons in Faridabad and was asked to comment on the issue of giving party tickets to sitting MLAs.
He said Congress has worked for all sections of the society and people of the state always condemn those parties that indulged in "caste-based narrow politics".
Congress would contest Assembly elections on the basis of development in the state, he said.
Criticising BJP government at the Centre, he said that as a result of decisions taken by the Centre, within last three months the inflation has increased considerably. The rail fares, prices of sugar and diesel have also increased.
In another question regarding resignation of Chief Parliamentary Secretary Sharda Rathore, Hooda said he has not yet received her resignation.
While criticising those who have left Congress, Hooda said that their political base had eroded.
Hooda lauded the significant role played by the bureaucracy in the "unprecedented development" of the state during his regime.
"Everyone has done a great work and they are doing great. Had they not been doing great, Haryana would have not reached number one position from number 14," Hooda said when asked to comment if the bureaucracy was trying to dominate him.
