All inter-departmental issues related to vigilance and framing of recruitment rules among others need to be sent to a committee formed by the Department of Personnel and Training (DoPT) for quick disposal, the government said today.
There may be issues related to framing or amendment of regular recruitments, establishment matters, reservation, handling of court cases, all India services, vigilance, Centre -state division cadre and raised by various ministries or departments which have been under deliberations with DoPT for resolution.
In order to expedite resolution of such pending issues, a committee under the chairmanship of Joint Secretary (Establishment) and comprising others has been set up since November 2013, it said.
This committee discusses pending issues as represented or referenced to it by the ministries or departments for early resolution.
"The officer(s) concerned in the ministries or departments may be instructed to identify significant pending issues referred to DoPT for resolution and send the brief note on the same to us so that the meeting(s) of the above said committee with the concerned ministry or department may be fixed for early resolution of such issues," said an order issued today by the Ministry of Personnel.
The DoPT as the nodal department formulates personnel policies and is also mandated to ensure that the accepted standard and norms, as laid down by government policies are followed by all ministries or departments, in the recruitment, regulation of service conditions, posting or transfers, deputation of personnel, as well as other related issues.
