Cop booked under POCSO Act for refusing to register case of

An Additional District Judge here has ordered registration of an FIR under POCSO Act against a police outpost in-charge who allegedly refused to register a case when a woman approached him after her minor daughter was physically abused.
ADJ 9th Vivekanand Saran Tripathi in his order yesterday asked the inspector of Mathura Kotwali to register a case against Krishna Nagar police outpost in-charge Sub Inspector Vinod Kumar.
"Register a case against in-charge Krishna Nagar police outpost Sub InspectorVinod Kumar U/S 166A IPC and POCSO Act for not registering a case against an accused for attempt of criminal abuse of a minor girl," he said in the order.
The judge asked the Kotwali inspector to inform the court of action taken on July 13.
"I hadsent my complaint by registered post when an FIR against accused Hasmat alias Bunty of mycolony was not registered on my first complaint submitted to police outpost Krishna Nagar on April 3, 2016," the woman complainant, a resident of Sukhadeo Nagar, said.
She then approached the court and filed an affidavit stating Kumar was siding with the accused.
"The in-charge of Krishna Nagar was siding with the accused. He had demanded money from me for registering FIR," she said in the affidavit.
Subsequently, the court served a notice to Kumar on July 2.
Finding himself in trouble, Kumar registered the case on July 3 and approached the court with a compliance report on July 6 when the court passed the order.
"It shows that you did not register FIR on two applications of the complainant and in order to save yourself you registered FIR when a notice from the court was sent to you," the judge said.
