Additional District Sessions Judge D C Singh framed charges against Malik, Brijbir Singh and Saeed Mulla under various sections, including 302 (murder), of the IPC.
Brijbir and Saeed attended the hearing through video conferencing from a jail, according to prosecution lawyer Jitender Tyagi.
The court will next hear the case on August 17, he said.
Vicky, a gangster, was gunned down by a shooter during a court hearing in another case here in February 2015.
The shooter, Malik, was arrested from the spot while Brijbir was nabbed the next day.
