DCW takes notice of video showing old woman beaten by daughter

Taking sou motu cognisance of a video purportedly showing an 85-year-old woman being beaten by her daughter, Delhi Commission for Women today wrote to the chairman of the Tribunal for Senior Citizens recommending protection and adequate maintenance to the octogenarian lady.
A DCW team along with chairperson Swati Maliwal visited the woman's house and recorded the statement of the old lady, who, however, did not want any case registered against her 60-year-old daughter who was seen brutally thrashing her in the video that went viral on social media.
Maliwal, in her letter to M K Dwivedi, Additional District Magistrate (south east) and also the Chairman of the Tribunal for Senior Citizens, recommended that the daughter be given rare, restricted and supervised entry into the woman's building.
The DCW chief also wrote to Delhi Police Commissioner Alok Kumar Verma, urging him to take suitable penal action against the daughter and ensure protection of the elderly woman.
"In the present circumstance, the Commission recommends immediate provision of protection and adequate maintenance to the senior citizen," Maliwal said.
"It is also recommended that the daughter who has been shown beating up the old lady in the video should be given rare, restricted and supervised entrance to the building. Since, the building is owned by the old lady it is recommended that the rent money should be deposited in her account and a caretaker be immediately appointed to look after her.
"Seeing the urgent nature of the problem, the Commission requests you to kindly take cognisance of the matter. As you can very well appreciate this is a crime against humanity, that we all must unite against it," Maliwal said in her letter to Dwivedi.
During Maliwal's visit to her residence today, the old
woman told the DCW chief how she was beaten by her daughter severely a month ago which led to injuries in her right arm. She also informed Maliwal that she has four daughters and one son.
"However, the old lady refused to get any case registered against her daughter. One can very well understand that this is the old mother's way of protecting her children from legal action.
"The Commission also interacted with the neighbours including those who prepared the said video. The Commission also recorded statements of two young girls aged 16 and 12 years, respectively, family of whom are tenants of the lady and live adjacent to her room. The two girls have stated that the daughter beats the old lady and takes away the entire rent money and refuses to give her mother any maintenance.
"They have also informed the Commission that the other daughter of the old lady, who also lives in Delhi, comes every month and takes away the pension money of the old lady. This has resulted in the old lady being devoid of any money to support her daily needs," said Maliwal in her letter.
The DCW has recorded the statements of six neighbours and d uring the visit it also observed that there was no eating material stored in the kitchen for the woman except for some kneaded stale flour and few fungus-laden bread slices.
The Commission has attached a copy of the video along with the statements recorded in the letters.
"Shockd. Old lady beaten blue by daughter. Neighbor, small girl confirm regular beatin. Wil ensure protection, action (sic)"
"Trying to trace children of old lady. How can boy in London leave her. Neighbor told one girl took away her pension, other her rent. Shame (sic)," the DCW chief later tweeted.
